The Quriltai as a Legal Institution in the Mongol Empire

Quriltai were formal consultation meetings of great socio-political importance
in Inner Asian history. The emphasis of this article, however, is on the legal aspect of the
quriltai, because it allows us to re-capture the flexibility inherent in Mongol
legal thinking. For a quriltai to take place, all concerned parties needed to be
present and for decisions to be taken in a collegial manner. Only if fully attended, a
quriltai could guarantee the legitimacy of Mongol law, as a legal institution of
governance.



忽里勒臺是蒙古及突厥民族的一種軍政議會,負責推舉部落的可汗或其他長官。
忽里勒臺因此是蒙古古典社會最掌權,也是蒙古政治權威的基礎。
按照蒙古社會古典傳統凡屬於貴族階級的家族必須參加忽里勒臺共同的會意,否則不能結束高層的商議。
